In Lithuania, lobbying is regulated by the Law on lobbying activities no. VIII-1749 of 27 June 2000, as subsequently amended, most recently by the Law amending the Law on lobbying activities no. VIII-1749 of the Republic of Lithuania (no. XIII-3170 of 26 June 2020), in force since 1 January 2021.
The Law regulates lobbying activities, their supervision and liability for violations of the Law, specifying which persons shall not be entitled to be lobbyists (art. 3) and which activities shall not be considered lobbying (art. 7). According to the Law, lobbyist shall mean a natural person, a legal person, another organization or a division thereof engaged in lobbying activities who takes actions in an attempt to exert influence over the “lobbied persons” (referred to in Art. 2.1) to have legal acts adopted or rejected in the interests of the client or the beneficiary of lobbying activities; the Law provides for a set of rights and duties of lobbyists (art. 4). Only persons on the List of Lobbyists shall have the right to carry out lobbying activities. A person who wishes to be included in the List of Lobbyists shall lodge an application with the Chief Official Ethics Commission for including it in the List in the form prescribed by the Commission. By applying for inclusion in the List, personal identification details and the area(s) of legal regulation where the person seeks to influence legislation must be communicated (art. 8). The Chief Official Ethics Commission also supervises lobbying activities and shall impose fines in case of illegal lobbying activities.
