In the United Kingdom lobbying is regulated by the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 which make provision for establishing and maintaining a register of persons carrying on the business of consultant lobbying and to require those persons to be entered in the register.

A prohibition on consultant lobbying unless registered is provided for by the Act (Section 1).

The Register is maintained by the Registrar of Consultant Lobbyists, which is an independent office holder, responsible for keeping and publishing the Register of Consultant Lobbyists (Sec. 3 and Schedule 2).

According to the Act, the entry for each registered person must include: personal identification details, a statement of whether there is in place an undertaking by the person to comply with a relevant code of conduct, and, if so, where a copy of the code may be inspected and, for each quarter, clients’ identification details [Sec. 4(2) e (3)].
